Mandatory Helmet Policy The USA Hockey Board of Directors approved a legislative proposal at the 2006 Annual Congress to require coaches to wear helmets during on-ice sessions.  Effective September 1, 2006, all ice hockey coaches and instructors of registered USA Hockey youth, high school, disabled, girls' / women's 19 & under and below programs must wear a helmet during all on-ice sessions, including practices, controlled scrimmages and coach and referee clinics (seminars).
